He would be able to visit earth and meet his subjects once a year. The day specified is the day of Kartik Amavasya. Hence, this particular day is also noted as Bali Padyami.
Puja Vidhi for Kartik Amavasya 2023
• Get up early in the morning, take a holy dip, and wear clean clothes. Sit in a secluded place for the Puja.
• Light a diya or lamp in front of the images or idols of Lord Shiva or Lord Vishnu on this day.
• Offer flowers, sweets, fruits and other things, like milk, honey.
• Chant mantras dedicated to the deities. The mantras may either be “Om Namah Shivaya,” or “Om Namo Bhagavate Vasudevaya”.

The story associated with Kartik Amavasya
Once Ma Lakshmi was wandering on earth on the very night of Kartik Amavasya but she could not find anything owing to deep darkness. The Goddess lost Her way. But while groping in the dark she noticed the glare of a lamp. She neared he hut and saw its dilapidated condition. An old lady was busy in the work in her courtyard. Mother asked the lady to offer her shelter for the night. The old lady then and there arranged everything for the Mother. The old lady served the Mother as far as possible and while doing so she fell asleep.
Next day when she got up she noticed that her shattered cottage had turned into a palace and there was no evidence of poverty in any corner of the palace. She began to cry. In the meantime Mother appeared before her and told her that those who remove the darkness of Kartik Amavasya by lighting a lamp would get her grace and blessings. Since that time the custom of lighting diyas on the very night has been in vogue and along with it the Puja of Ma Lakshmi has also been started. It is also hoped that the Kartik Amavasya 2023 will also bring many good opportunities and favors for the people living on this earth.
